Instructions

  1. Preheat and Prepare Peppers: Preheat the oven to 375°F and lightly grease a 9×13-inch baking dish. Slice the tops off the bell peppers, remove seeds and membranes, and arrange the peppers upright in the baking dish. Dice the removed pepper tops and set aside.
  2. Sauté Aromatics: Heat olive oil in a large skillet over medium heat. Add the diced onion, reserved chopped pepper tops, and minced garlic. Cook, stirring occasionally, until softened, about 3 minutes.
  3. Cook Ground Beef: Add the lean ground beef to the skillet with the aromatics. Cook until the beef is browned, breaking it up with a spoon as it cooks, about 6 to 8 minutes.
  4. Combine Filling Ingredients: Stir in the cooked rice, tomato sauce, Italian seasoning, salt, and black pepper. Cook for an additional 2 to 3 minutes to blend flavors. Remove the skillet from heat and stir in half the mozzarella cheese and all the Parmesan cheese.
  5. Stuff Peppers: Spoon the beef and rice mixture evenly into each prepared bell pepper in the baking dish.
  6. Bake Covered: Cover the baking dish with foil and bake for 30 minutes to cook the peppers through and meld the filling flavors.
  7. Add Remaining Cheese and Bake Uncovered: Remove the foil, sprinkle the remaining mozzarella cheese on top of the stuffed peppers, and return the dish to the oven. Bake uncovered for an additional 10 to 15 minutes, until the cheese is melted and bubbly.
